The Department of Defense Releases Technology and Program Protection Guidebook to Assist Science and Technology Program Protection Efforts

The DoD announced today the publication of the Technology and Program Protection (T&PP) Guidebook. This Guidebook provides engineers and managers with guidance on implementing DoD Instruction (DoDI) 5000.83, “Technology and Program Protection to Maintain Technological Advantage,” and replaces Chapter 9, “Program Protection,” of the Defense Acquisition Guidebook (DAG).

Ms. Melinda Reed, Systems Security Director in the Office of the Under Secretary of Defense for Research and Engineering, led the effort to develop and publish the Guidebook. “DoD Components must manage the risk of adversarial exploitation and technology compromise, beginning with early science and technology (S&T) investment and continuing throughout the entire acquisition lifecycle,” Ms. Reed said. “The T&PP Guidebook will help S&T engineers and managers effectively plan and execute cyber, program, and technology protection activities for defense acquisition programs and for Department-sponsored research and technology initiatives across all system lifecycles.”

In addition to incorporating guidance from DAG Chapter 9, the T&PP Guidebook:

  • Incorporates technology protection activities for DoD-sponsored research and technology.
  • Emphasizes S&T engineer and manager responsibilities for cyber, program, and technology protection.
  • Aligns S&T engineering and management procedures for cyber activities, program protection, and technology protection with DoDI 5000.02, “Operation of the Adaptive Acquisition Framework.”

An electronic version of the Guidebook is available on the CTO.mil website under “Resources.” DoD programs and offices are encouraged to disseminate the Guidebook widely across their organizations. The Systems Security Director may approve and issue future updates to the Guidebook to ensure its continued application and relevance for the S&T community.
