Fiscal Year 2025 (FY25) Investment Strategy for the Office of Strategic Capital
The FY25 Investment Strategy details how OSC will prioritize investments through credit-based financial products for critical technologies and their supply chains.
FY25 Investment Strategy Highlights:
- Prioritizes OSC investments by national security impacts, defined as an effect that provides U.S., allies, and partners robust competitive advantage over strategic competitors.
- Identifies three arenas where strategic competition occurs in the economic domain, corresponding to near-, medium-, and long-term timeframes.
- Details the industry segments of particular interest for the OSC credit program based on the Covered Technology Categories in the National Defense Authorization Act for Fiscal Year 2024 (FY24 NDAA).
The previous OSC FY24 Investment Strategy identified industries of particular interest within the Department of Defense’s 14 Critical Technology Areas as part of the office’s contribution to Small Business Administration (SBA) investments made under the Small Business Investment Company Critical Technology Initiative, a joint partnership between DoD and SBA. The conclusions reached under the FY24 Investment Strategy regarding industries of particular interest remain unchanged.
The FY25 Investment Strategy addresses how OSC will prioritize investments under its new federal credit authorities.
