ABOUT THE ROLE

You will serve as an Other Transactions Agreements Officer, managing the full contract lifecycle — from planning and solicitation through execution, administration, and closeout. Core responsibilities include:
• Leading pre-award activities such as evaluation criteria development, payment milestones, and outcome-based performance incentives.
• Formulating acquisition strategies by analyzing mission requirements, market conditions, and technical specifications, including application of 10 USC 4021, 4022, 4023, CRADAs, PIAs, and Commercial Solution Openings.
• Negotiating and resolving contract claims and disputes with internal and external stakeholders.

QUALIFICATIONS

Basic Requirement: Bachelor’s degree or higher from an accredited institution. Exemptions apply for certain current DoD civilian employees or military members who held GS-1102 or equivalent contracting positions on or before September 30, 2000.
Specialized Experience: One year of specialized experience equivalent to the NH-III (GS-12/13) level, including:
• Applying Federal Acquisition Regulations to resolve contracting scenarios
• Negotiating contract claims and disputes
• Developing acquisition strategies
Time-in-Grade: 52 weeks at the NH-III level or higher required. Education may not be substituted for experience at this grade level.
