Key Responsibilities:

- Oversee the administration of the Science, Mathematics, and Research for Transformation (SMART) Scholarship program, including application processes, evaluations, selections, awards, outreach, and maintenance of the SMART Information Management System (SIMS).

- Collaborate with DoW components to define metrics to evaluate program performance and assess the effectiveness of SMART policies and processes.

- Monitor the SMART budget and program execution, including projections for future scholar cohorts and demand from DoW components and sponsoring facilities.

- Plan, coordinate, and execute the annual SMART Scholar Orientation to introduce new scholars to the Department's Research and Engineering mission.

- Manage the SMART cooperative agreement and oversee cost, schedule, and performance. Act as the technical representative for grants or contracts on respective awards.

Key Responsibilities:

  • Develop and implement mechanisms to monitor compliance with established Special Access Program (SAP) policies and regulations across the R&E enterprise.
  • Prepare reports and briefings for senior leadership on program status, performance, and areas requiring attention.
  • Organize and lead working groups, meetings, and forums involving diverse stakeholders to address specific SAP challenges, facilitate information sharing, and foster collaborative problem-solving.
  • Maintain and update comprehensive documentation related to SAP policies, procedures, and best practices; develop and manage knowledge management resources to ensure consistent application of SAP principles across the R&E enterprise.
  • Act as the primary point of contact and liaison between OUSW(R&E) and various Defense Agencies/Field Activities responsible for implementing SAPs, ensuring clear communication, consistent application of policies, and effective resolution of issues.
