What You Will Do

As a key member of the Plans and Programs team, your primary duties will include:

Responsibility Description
Budget & Planning Leadership Lead the development and defense of the annual Defense Planning Guidance and Program Objective Memorandum (POM) as part of the DoD's Planning, Programming, Budgeting, and Execution (PPBE) process.
Strategic Guidance Draft and issue Department-wide Science and Technology (S&T) guidance to ensure investments align with OUSW(R&E)'s strategic goals for national security.
Stakeholder Collaboration Work closely with key partners, including Cost Assessment and Program Evaluation (CAPE) and the Office of the Under Secretary of War for Policy, to advance critical technology.
Data-Driven Analysis Evaluate technical reports, analyze program effectiveness, and provide quantitative and qualitative recommendations to support leadership decisions during budget reviews.
Process Improvement Strengthen internal financial controls and help develop Standard Operating Procedures (SOPs) for financial management.
Contract Oversight Serve as a Contracting Officer's Representative and/or Contracting Officer's Technical Representative.

Key Responsibilities
• Manage budget execution and integration activities within the R&A Directorate under OUSW(R&E).
• Review, analyze, and provide recommendations on all aspects of accounting, budgeting, and financial management for OUSW(R&E), overseeing an annual budget exceeding $5 billion.
• Apply program evaluation techniques to assess program accomplishments and identify resource and programmatic needs.
• Develop long-term financial forecasts and conduct scenario planning, analyzing historical trends, current data, and future projections to inform strategic decision-making and optimize budget allocation.

Key Responsibilities
•Serve as the organization's senior advisor for congressional affairs, leading the development and execution of a comprehensive strategy to advance the Department's legislative priorities and policy objectives.
•Promote clear communication and understanding while fostering strong working relationships with key leadership and staff within OUSW(R&E), the Assistant Secretary of War for Legislative Affairs (ASW(LA)), the Office of Secretary of War, Legislative Affairs (OSW(LA)), the OUSW Comptroller, Budget Affairs and Activity (BAA) Office, the Joint Staff legislative liaison, and Service legislative liaison offices.
•Provide essential analysis and strategic direction to OUSW(R&E) leadership to ensure the Department's interests are effectively represented and supported on Capitol Hill.
•Facilitate open lines of communication and understanding, acting as the principal liaison between the OUSW(R&E) and Congress.
