The Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)) has announced a Job Opportunity.

Duties:

  • Serves as the Ideation Division Chief within the Multi-Domain Joint Operations (MDJO) Directorate under the Office of the Assistant Secretary of Defense for Mission Capabilities (OASD(MC)) Organization.
  • Facilitates awareness of the Joint Warfighting Concept (JWC), Combatant Command Integrated Priority Lists (IPLs), Capability Gap Analysis results/issues, and Joint Emerging Operational Needs (JEONs), Joint Urgent Operational Needs (JUONs) across all programs within the OASD(R&E) Organizations.
  • Leads consolidation, refinement, and analysis of identified gaps in support of the Rapid Defense Experimentation Reserve (RDER), Rapid Prototyping Program (RPP), Defense Innovation Acceleration (DIA), Foreign Comparative Testing (FCT), and Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) programs.
  • Works with Services, Agencies, OUSD (R&E), and industry to identify technologies that mitigate identified gaps.
  • Leads RDER planning to include selection of experimentation themes, project solicitation, and project selection.
  • Ensures experimentation themes and projects are aligned with military gaps as provided by the JWC, IPLs, etc.
  • Coordinates with the MDJO Transition Team to ensure selected projects are aligned for transition to a Service program or Combatant Commands.

Incumbent typical work assignments may include the following:

  • Manage the receipt and distribution of Phase I and Phase II proposals to DoD Components.
  • Assist with solicitation and award protests as required.
  • Support Phase I evaluation cycles, and the Phase II proposal submission and evaluation process on a continual year-round cycle.
  • Establish and monitor progress of pilot programs or other initiatives to ensure program goals are achieved.
  • Identify obstacles to implementation of the pilots/initiatives and recommend solutions.
  • Promulgate lessons learned and best practices resulting from innovative pilot programs among DoD Components.
  • Serve as the Authorizing Official and maintain Authority to Operate (ATO) the Defense SBIR/STTR Innovation Portal (DSIP).
  • Define, integrate, and implement a strategy for maintaining and modernizing the internal and external facing program management tools for SBIR/STTR Programs that will improve execution of program funding, tracking of technologies funded, and reporting.
  • Manage the OSD portion of the DoD SBIR/STTR program.

Duties:
• The incumbent is a direct report to the Director of Plans & Programs and shall review, analyze, and make recommendations to Director/Deputy Director of Plans & Programs, Executive Director of Business Operations, and OUSD(R&E) regarding all programmatic and budgetary matters relating to R&E investment strategy.
• Supports the development and submission of the Program Objective Memorandum (POM) to ensure linkage with the budget.
• Conducts financial, economic analysis to make decisions, or provide information to decision-makers, to better utilize resources and improve mission effectiveness.
• Participates in the DoD Components' annual POM, Budget Estimate Submission (BES), and Integrated Program/Budget Review.
• Reviews, analyzes, consolidates, and develops presentations using programming and budgeting data collected from data calls to assess alignment, technical merits, accuracy of data, relevance to current R&E budgetary issues, and conformance to overall strategy and policy.
